Inés Sagrario has nine years of mainly private sector experience working in developing countries in Latin America, Asia and Africa. Inés has expertise in cluster activation and policies, as well as other more generic SME development issues. These include; access to finance and markets; investment, trade and export promotion; and capacity building for business associations.
Inés has recently completed a Competitiveness Reinforcement Initiative for the Tourism Cluster in the Andean Region of the Rio Negro Province (Bariloche, Argentina) under an Inter-American Development Bank project, and is now assuring follow through on actions set up during the initiative. With Competitiveness, Inés has also carried out the project "Entrepreneurial innovation in the new Member States: challenges and issues at stake for the development of clusters of innovative firms" for the DG Enterprise & Industry of the European Commission. The project conducted an in-depth analysis of the dynamics and factors that affect the development of clusters in the 10 newer member states of the EU (accession 2004), and produced recommendations for consideration by the Commission. She is now taking part in the new project, which applies the same methodology to 22 additional European countries.
Prior to joining Competitiveness, she spent over two years working as a consultant for the African Development Bank in Tunisia and Cote d'Ivoire, with particular project focus on promoting business format franchising as an SME development tool in South Africa, Morocco and Egypt. In addition, her three-year experience working on trade and foreign direct investment in India has given her a wide perspective on private sector development issues in emerging markets. Inés holds a M.Sc. in Economics for Development from Oxford University and a B.Sc. in Economics from the Universidad Autónoma of Madrid.
